Philadelphia's Priorities

According to the most recent Uniform Crime Report by the FBI, Philadelphia had 22,883 instances of violent crime, a figure that included 406 murders, 960 forcible rapes and 10,546 aggravated assaults.

And yet the city government has time to do stuff like this.
