I wonder why everyone thinks that government can do it better. During the ice storm here in Maine in the 90's, the people tasked with providing emergency communications, MPBN, did not have a generator available for their transmitter. The job was done by the local talk radio station that saw a need and filled it. Realisticly, MPBN is a government agency, it just isn't called one. Let the public sector get involved in emergency preparadness. Initial costs may be higher, but the job would get done when it was supposed to. As a side note, apparently, the issue with the school busses not being used in NO for evacuation was that drivers would not enter the "war zone". I bet 200 people in the superdome would have volunteered to drive the busses to wherever was necessary. Contrary to popular belief, driving a bus just isn't that difficult.
