Limestone Survives

The Base Realignment and Closing Commission voted to keep the defense accounting center in Limestone open. This is good news. The argument for keeping this place open was the same as that of the Portsmouth Naval Shipyard - they did good work.

Politically, this is good news for Governor John Baldacci and Senator Olympia Snowe. As I said before, though, it doesn't mean they (especially Baldacci) can sit on their laurels and coast on this success to win re-election. There are a lot of months between now and then, and if the Maine Republican party is smart, it will spend much of that time asking how the governor intends to create or keep jobs in the state that are not dependent upon government largesse.

I've wondered something: Snowe and Collins get to vote on this list, right? So do they vote yes bcs they keep Portsmouth and Limestone, or no bcs they axed Brunswick? A yes vote is tacit agreement that Brunswick wasn't worth fighting for, even though she did. A no vote looks greedy. I don't know enough about the subject (it isn't everyday front page in Indiana, at least not the Maine bases) so I'd appreciate some insight.

I'm betting Congress won't vote on this at all. If the plan is certified by the president (which it will be, I'm sure) it gets sent to Congress.

Congress actually has to take action, a joint resolution, to reject the plan. If they do nothing, it is automatically approved after 45 days. Since this plan seems to spread pain equally, I'm thinking Congress will complain a lot, but do nothing to reject the plan.

Whoever developed this process deserves cynical kudos for coming up with a most perfect CYA maneuver.
