There are some striking similarities and differences between tobacco tax and lotteries. Both revenue streams depend on people to continue making poor choices. It is not PC yet, however, to say that gambling is harmful. While I believe purely recreational gambling exists, my impression is that most people who buy lottery tickets are not using discretionary income to buy them. I used to say that lotteries are a tax on people who can't do math, but really they're a tax on people who have no hope. And taxing hopelessness perpetuates hopelessness no less than nicotine addiction perpetuates smoking. It's just that nobody's talking about the harm that comes from lotteries yet. I guess they make too much money to risk warning about them. For instance, in Indiana, the lottery slogan is, "Fun is Good!"

I find it interesting that governments are only libertarian when it improves their revenue streams.
